Vision Statement

The Helena-West Helena Police Department exists to provide exemplary pro-active police services to the City of Helena- West Helena. We will strive to maintain a safe environment for our community and its visitors by promoting the following core values: Leadership, Integrity, Pride, and Professionalism

Evaluation:

The first day was spent evaluating the internal operations of the police department. I noticed that everyone was working without leadership or motivation. The head offices which consist of the office manager and dispatcher supervisor have their specific duties that they must do and several additional duties. Many issues and concerns are getting done at a proper time because of the workload of the office manager and dispatcher supervisor. When I was looking over the budget for 2008, 2009, and 2010, it allowed my office to have a secretary, by having a secretary in my office it would take some of that pressure off my office manager and dispatcher supervisor.

In the record, fine, and bond’s department receiving and issuing record is not getting done in a timely manner. I am extending hour of operation of records, fines and bond’s to 7:00 am – 3:00 pm and 3:00 pm to 11:00 pm to make sure all citizen have excess to information. We will not have to hire anyone for these slots because we have two ladies working in the record department at 7:00 am to 3:00 pm. We are moving one of those ladies to 3:00 pm to 11:00 pm shift.

The police departments can develop a partnership with our community to serve its needs in professional, efficient and effective manner by extending the hours of the records, fines, and bond’s department. CPL John Thomas, Ms. Sheared, Mrs. Gamble along with the assistant Police Chief will handle all monies taking for bonds and fines. This will eliminate all complaints of people calming they have paid their fine off and warrants being issued for fines that have peen paid. My goal is to increase the intake of funds and fines collected. My police department will generate up to 40,000 to 60,000 a month in fines. I’m working to insure that we have a bridge in place with the city courts and the assistant chief will handle operation dealing with the city courts.

The Helena-West Helena police department is a place of business so the dispatcher and office personnel will wear business like attire. Females will dress casually and males will wear shirt and time starting September 15, 2011. There will be no tennis, or running shoes allowed.

I’m taking steps to insure that starting my Zero Tolerances status: to pick up wanted person, local, and state wide, all warrants will be entered into the ACIC/NCIC system. Which is Arkansas Crime Information Center and the National Crime Information Center. By using this system it will allow you to enter criminal activity such as Felony Charges Misdemeanors, Stolen Vehicles, and ect. So if the individual is stop state wide the HWHPD will be notified and will be able to extradite. On theses pick-ups the person will pay millage going and coming at .57 cents per mile. This fee will be charge separate form he actual warrant.

I’m hoping for the passing of several city ordinances. These ordnances will allow all of he money that is collected to the rewarded to the city and the police depart directly. Generating these funds will keep the city from spending extra money with police department when we can generate funds from state and federal government.

I meet with the police officer on Sept. 3, 2011, to dis cuss some issues that needed to be address immediately. The police department is in need of a major transformation and tht first transformation starts with me the chief of police, patrol captains, lieutenants, sergeants, and patrolmen

Shift leaders will coach and counsel all officers under their command. The CHIEF of police is the only on e that has the authority to suspend or dismiss anyone working within the police department. The police handbook will be used at all time to insure all procedures are carried out effective and correctly. I will always give out memorandum to disclose any information that the employee of the police departs needs to know.

After Looking at the 2008-2009 budgets, 32 fulltime officers were in place which included part-time officers, in 2010 40 officers were in place and this included part-time officers as well. We have a major crime problem in this city and we must have enough officers on the streets at all time to protect the citizens, for my fifteen day plan to work I will need 40 full-time officers which consist of assistant chief, CID officers, and 33 patrolmen. I’m asking the mayor for help in this area.

Over-time is another problem we are having with the police officers. When we hire the appropriate number of officers, it will eliminate the over-time problem. The police department is working on what they call and HONOR-SYSTEM. This where everyone keep up with their own time-sheet and turn it in at the end of each pay period. Starting Sept. the fifteenth we will install a time clock we will no longer be using the Honor-System.

I have and open-door policy for the citizens of this community, and the officers of this department. Citizens will be able to come bye and get and understanding of laws and city ordinances. That is currently being enforced bye this department. This planning helps to define, refine, and fully articulate the Helena-West Helena Police Department I think this plan will reflect the personal value, dedication and inspiration of both management and the employee’s. It will serve to instill pride and focus on the work, inspire changes and modifications in a manner in which the work is carried out and help to motivate all those involved in the process.

The mission of the Helena-West Helena Police Department is to provide a model of excellence in policing, while working with the citizens of our community to preserve human rights, build trust, reduce crime, and create a safe environment where the public feels safe and secure from crime, social disorder, and circumstances which compromise our safety and well-being.

Introduction

As Chief of the Helena-West Helena Police Department, I invite you to look at this fifteen day plan and read what I believe we should stand for as a progressive department. As a department, we should constantly look for new ways to keep the public informed as to the services we offer to the community.   As you can tell from this plan, the men and women of the Helena-West Helena Police Department should dedicate themselves to the advancement of community policing and the development of a partnership with our community to serve its needs in a professional, efficient and effective manner. We should strive to develop a comprehensive strategy to resolve public safety issue and enhance the quality of life within our city. As any police department should do, we should commit ourselves to serve all people within our jurisdiction with respect, fairness, and compassion. Furthermore, we should dedicate ourselves tot eh prevention of crime and the protection of life and property; the preservation of peace, order and safety; the enforcement of laws and ordinance; and the safeguarding of partnerships, investigating crimes, increasing security in our neighborhoods and assisting our entire citizens to feel safe.

To build and maintain the public trust, we need to be dedicated to holding ourselves to the highest standards of performance and ethical behavior. We can attain this by providing our officers with the best technical and humanistic training that our City can afford.
